2010 Budgeting Toolkit
The 2010 Municipal Budgeting Toolkit is designed to help municipal officials prepare their 2010 budgets.  It provides a variety of information and resources about the annual budgeting process, including best practices in municipal budgeting.  We’ve included information on recent changes to the shared revenue and expenditure restraint programs as well as an overview of the 3% levy limit the state has imposed on municipalities in 2009.  A sample referendum resolution seeking permission to exceed the levy limits is also provided.
