Provision 66 in Motion 999, the Extension of Water or Sewer Service Between Municipalities
This provision significantly interferes with the ability of a municipality to control whether, when and under what circumstances to extend utility services outside its borders. The League joined with the Wisconsin Rural Water Association and the Municipal Environmental Group - Water Division to communicate our opposition to the provision and urge its removal from the state budget. High-Deductible Health Plan Provision
The Wisconsin Counties Association (WCA) and the League of Wisconsin Municipalities (LWM) have sent a letter to members of the Wisconsin State Legislature, opposing the high-deductible health plan provision adopted as part of the state budget last Thursday. The provision, Item 24 in Motion #999, is a significant step backwards– tying the hands of local officials, as well as increasing taxpayer costs. Proposed changes to the state's room tax law were added to the state budget by the Legislature’s budget writing committee on a vote of 9 to 7 in May and will next be considered by both houses of the Legislature as part of the budget. The League opposes these proposed changes and has prepared a sample resolution and a sample media release for cities and villages to adapt and use.
Wisconsin Historic Tax Credit
Since 1989, the State of Wisconsin has offered a 5% Historic Tax Credit (HTC) of the qualified rehabilitated expenditures on building projects and renovations across the state. A May, 2015 report prepared by Baker Tilly, estimates the economic and fiscal impact of recent changes to Wisconsin’s historic tax credit.
