NEU Compliance and Reporting Guidance
Non-entitlement units of local government = NEU
On April 1, 2022, U.S. Treasury released the Project and Expenditure Report templates for the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program. The Project and Expenditure Report is due from all SLFRF recipients by April 30, 2022. An Updated program User Guide was also released to assist in the submission of information.

At the end of 2021, the U.S. Treasury released a new Agreements and Supporting Documents User Guide to be used for compliance and reporting in Non-entitlement communities (typically those under 50,000 in population). The NEU specific document creates a new reporting portal called Login.gov which is designed to be more user friendly for smaller entities. The guidance provides instructions to NEUs on setting accounts, assigning reporting roles, and providing required documentation to Treasury. (January 3, 2022 Legislative Bulletin.)

Request Funding
This page is for ENTITLEMENT COMMUNITIES ONLY.
Local governments designated as non-entitlement units are eligible to receive Funds as provided in the American Rescue Plan Act. They will receive the funding directly from the state no later than 30 days after the state receives the funding. Non-entitlement communities SHOULD NOT request ARPA funds through the Treasury portal.
