An ordinance prohibiting "canvassers," "solicitors," and vendors from going upon private property to promote a cause without first obtaining a permit from the mayor's office violated the First Amendment because the ordinance imposed a broad burden upon religious proselytizing, anonymous political speech and spontaneous handbilling, and was not narrowly tailored to serve the city's asserted interests in preventing fraud and crime and protecting residents' privacy.
